Two record classes carry the compressed form. Domain records show the written shape and a registration jurisdiction. Community text and copied listing text repeat the string, usually as a way of referring to a site rather than to a party. Neither class identifies an operator.

The gap between a domain record and an operator is structural rather than accidental. Registration data is frequently privacy-masked, a domain may be held by a party unrelated to the name it resembles, and the pages served may change completely while the string stays the same. The domain form is read here as a technical artefact with a registration attached. That reading keeps the page inside what the record supports and stops a string from being treated as a statement about a party.
